# Taiwan's Y-S Electronic wins training drone contract barring PRC bidders

Taiwan has set up one contract for its agencies to buy drones in bulk, and bidders funded from mainland China, Hong Kong or Macau are barred. The procurement department of [Bank of Taiwan](https://www.bot.com.tw/?ref=asia-tech-news.ghost.io) ran the tender on behalf of nine ministries and councils, among them the [Ministry of National Defense](https://www.mnd.gov.tw/?ref=asia-tech-news.ghost.io) (國防部), and classed it as a national-security purchase, with a budget of about NT$1.05 billion (about US$32.5 million) across all items, according to the [tender notice](https://web.pcc.gov.tw/tps/QueryTender/query/searchTenderDetail?pkPmsMain=NzEyMjEwODE=&ref=asia-tech-news.ghost.io).

It's a joint supply contract (共同供應契約): one agency signs for many, which then order on its terms without their own tenders. The tender had six items and could have several winners. Prices were fixed in advance, so bids weren't scored on price.

The only winner to report its award in a stock-exchange filing is a cable and connector maker, not a drone brand. [Y-S Electronic](https://www.yselec.com.tw/?ref=asia-tech-news.ghost.io) (詠昇電子), based in Zhongli District, Taoyuan, said in an [Oct. 16 filing](https://mops.twse.com.tw/mops/?ref=asia-tech-news.ghost.io#/web/t05st01) that it won the training-drone item. Agencies estimate buying 3,894 training drones in the contract's one-year term, worth about NT$132 million (about US$4.1 million), the filing said. By our calculation that's about NT$34,000 (about US$1,050) per drone, including training and warranty service. The estimates don't guarantee orders, the filing said.

Y-S is a unit of [Myson Century](https://www.myson.com.tw/?ref=asia-tech-news.ghost.io) (世紀民生), a Tainan chip designer that moved into health products after a 2021 change of control and then applied its chip and communications technology to drones, [Business Next (數位時代) reported](https://www.bnext.com.tw/article/92023/century-5314-drone-stock?ref=asia-tech-news.ghost.io). Myson Century does the drone research and system integration, and Y-S is building public-sector sales of the training drones, Myson Century [said in a press release reported by the Central News Agency](https://www.cna.com.tw/news/afe/202610160322.aspx?ref=asia-tech-news.ghost.io) (中央社). Neither company has said who builds the training drones or where.

On [Jan. 23](https://www.ey.gov.tw/Page/9277F759E41CCD91/a4222713-6c55-4e22-a480-f427b794825b?ref=asia-tech-news.ghost.io), the [Executive Yuan](https://english.ey.gov.tw/?ref=asia-tech-news.ghost.io) (行政院), Taiwan's cabinet, approved this joint-contract approach in principle and told ministries to buy drones through it. It wants a fully "non-red" drone supply chain, free of mainland Chinese parts and makers, by 2027.
